Kate Crowley founded CapCivic in 2024, drawing on over 25 years of experience, to provide practical community impact and support governments and businesses to align capital investment with civic priorities.

Prior to starting CapCivic, Kate was a Principal & Practice Leader in Baker Tilly's Development & Community Advisory division, leading a practice of 100+ consultants and serving clients nationally for 15 years on development finance, municipal advisory, and corporate site selection.

Peter Haney

Peter Haney founded his practice in 2024 and officially combined with Kate under the CapCivic brand in January 2026. Peter focuses on public sector growth strategies with an emphasis on economic development strategy and public affairs.

Before starting his firm and partnering with Kate, Peter led Business Development for a large Government & Public Services practice of a Top 10 public accounting firm. He also served local governments, tribes, and public utilities as a Public Sector Management Consultant.

Dave Shideler

Dave Shideler brings more than 29 years of experience to CapCivic, helping communities assess their economic opportunities through economic impact, retail trade and industrial cluster analyses, strategic planning and coalition building.

Prior to joining CapCivic, Dave was the Chief Research Officer at Heartland Forward, a think and do tank working to enhance the economic performance of the central United States. He also spent 12 years guiding Oklahoma's rural communities and small towns through economic challenges, strategic planning and grant writing.

Bethany Ditter

Senior Advisor

Bethany serves as Senior Advisor at CapCivic, focusing on real estate projects and strategic advisory work. She brings 14 years of experience in real estate development, structuring financing strategies and public-private partnerships across commercial, retail, housing, office, industrial, and public-sector projects.

Before CapCivic, Bethany spent 14 years at Baker Tilly US, rising from Real Estate Analyst to Senior Operations Manager. She has advised developers nationwide on complex financing strategies, coordinated agreements with developers, landlords, contractors, and public agencies, and secured multi-level government incentives by working with local, state, and federal agencies.

Mike Ash

Mike Ash brings three decades in real estate development, affordable housing finance, and public-private partnerships to CapCivic, with a focus on multifamily development, Low Income Housing Tax Credits, and financing that aligns public policy with private capital. His background in law and development supports work on compliance and viable housing outcomes.

Mike has held leadership roles at Gorman & Company, Commonwealth Development Corporation, JES Holdings, and the Wisconsin Housing and Economic Development Authority. Across six states, he secured allocations for more than 1,000 affordable units and has served on the Monona, WI Planning Commission and taught university real estate courses.

Andy Curtiss

Special Advisor

Andy Curtiss brings GIS and IT expertise to CapCivic clients, with a focus on geographic information systems analysis, system administration, and information security for public sector clients and the contractors that serve them. Since 2017, he has consulted on GIS, cloud migration strategies, Microsoft 365 administration, and the security controls required to operate in regulated federal and state environments.

Before consulting, Andy spent ten years as a systems engineer at Amazon and five years as a GIS analyst at a Wisconsin-based planning firm. At CapCivic, he applies that operational background to GIS analysis supporting economic development research, site selection, and infrastructure planning, while also providing IT strategy support to the firm's operational efficiency engagements for government clients.

Kendall Sedig

Special Advisor

Kendall Sedig serves as Special Advisor at CapCivic, supporting retail trade analysis & strategies. She brings more than 10 years of retail data analytics experience and works fluently with BLS, Census, geographic, and demographic data.

Before CapCivic, Kendall spent nearly a decade at Walgreens, rising from Analyst to Director of Retail Market Insights for its multi-billion-dollar retail division. She led a team of 16, advising cross-functional leaders on retail strategy based on analytics.
